Will you be affected?
Your Group, or Facilities under the operational control of members of the Group, will be required to report greenhouse gas (GHG) emissions, energy produced and energy consumed to the Department of Climate Change if:
- GHG emissions exceed 125 kt CO2 equivalent p.a. at the Group level or 25 kt CO2 equivalent p.a. at the Facility level;
- Energy produced or consumed exceeds 500 TJ p.a. at the Group level or 100 TJ p.a. at the Facility level.
Thresholds at Group level will reduce over the next three years, which will increasingly bring more and more businesses into the reporting framework.
When do you need to report?
Internal GHG and energy reporting systems should be in place by 01 July 2008.
Reports are due by 31 October 2009 for data collected in years commencing on 1 July 2008.
What do you need to report?
- Six GHG gases – carbon dioxide, methane, nitrous oxide, sulphur hexafluoride, perfluorocarbons and hydrofluorocarbons
- Scope 1 (direct) and scope 2 (indirect) emissions
- Energy produced and consumed

- Do you have an internal control system for measuring and reporting energy and GHGs?
- Do you have the resources to develop and operate an internal control system?
- Are you aware of all potential GHG emissions and energy sources?
- Can you identify the entities and business units for which you must report GHG emissions and energy?

Operational Control
The controlling corporations group consists of the holding company incorporated in Australia, subsidiaries, joint ventures and partnerships.
A facility is an undertaking that involves one principal productive activity at a single physical location. It can be thought of as a business unit.
Operational control means the greatest authority to introduce & implement health and safety, operational and environmental policies. Deciding which entity has operational control can be complex when dealing with large company structures and varying business relationships.
